1. Lakes /Watershed Project: The committee chairperson met with Paige to reassess the watershed areas of both lakes. They corrected and updated FX Browne's original report. This revision was printed and distributed to committee members. A streamlined list of recommendations will be presented to the Board. 2. Energy Conservation: The energy RFP is being modified for APCP. Once completed we will have our legal representative assess it. When finalized we will then seek proposals from various interested SESCO's. 3. Natural Awakenings: The free environmental monthly magazine, "Natural Awakenings" is now available at the Welcome Center for our community members. 4. Holiday Tree: A discussion was held regarding a theme and ornaments for the E C's holiday tree. A date and time for decorating was decided.

1. Lake Study: FX Browne, Inc. has submitted the analysis, conclusions and recommendations on their study of our lakes in a Watershed Management Plan. They are scheduled to present their findings at the Open Board Meeting, on Saturday, October 15th. After the report is studied, the Environmental Committee will present the BOD with suggestions on implementing the Plan's recommendations. Consideration will focus on combining this effort with the existing Storm Water Management program. 2. Energy Conservation: The RFP on energy conservation is in its final stages of development. A correlated task is defining APCP's intended specific goals for the project. Once finalized, legally approved and adopted by the BOD it will be sent to prospective providers for bids. 3. Feral Cats: September's T/N/R program was the most successful thus far this year, servicing a total of 33 cats. 4. Note: It is suggested that the membership be notified via all electronic media (411, website & channel 80) when a lake has been closed during its scheduled open time.

They have requested a postponement to Oct for the submission of the report to the BOD and for a public presentation at an Open Board Meeting. 2. Energy Conservation: The EC is awaiting an electronic copy of the sample RFP provided by ECG Engineering LLC, that will allow us to modify the RFP to reflect APCP needs and goals. 3. Feral Cats: August's T/N/R program was postponed to early September due to hurricane Irene. 4. ENVIRONMENTAL COMMITTEE MEETING MINUTES 8/04/11

Lake Study: FX Browne submitted an interim report of their analysis on the study of our lakes. The Environmental Committee reviewed this report. Energy Conservation: George Lawrence, of ECG Engineering LLC, presented us with a sample RFP on energy conservation . It will be edited to fit the needs of APCP.This is just the first step in developing an energy conservation program for APCP. 3. Feral Cats: July's T/N/R program was successful with a total of 28 cats being neutered.The number of cats treated, however, is diminishing due to lack of volunteers. We continue to reach out to the community for volunteers to assist with this vital program.

ENVIRONMENTAL COMMITTEE MEETING MINUTES 7/11/11
Present were Gail Foster (Chairperson), Eileen Lawrence (Liaison), Judi Diggs (Secretary), Darryl Diggs, Linda Isler, Natasha Lazor, Barbara Zeh and guest Ann Cavanaugh. The committee voted to reinstate Gail Foster as Chairperson and Judi Diggs as Secretary. It was decided to hold our monthly meetings on the first Thursday of each month. Our July meeting was a field trip to an environmentally innovative residence in New York state. We observed a self-sufficient ecological energy system on a 60 acre tract that includes 2 small lakes, an organic garden and the mechanics for solar, hydro and geothermal energy that supply electricity, heating and cooling for the residence. ENVIRONMENTAL COMMITTEE MEETING MINUTES 06/01/11

Prior to our meeting we car-pooled to Perkins Restaurant for "Dine to Donate" day, a way to contribute to our T/N/R feral cat program. 1. Lake Study: Our fall/spring data on the culvert project for the assessment of our lakes has been completed and compiled. Our observations will be presented to FX Browne for their analysis. 2. Feral Cats: May's T/N/R program was successful with 27 feral and 3 privately owned cats being neutered. Combined with April, a total so far this year is 52 cats.The next T/N/R date is set for June 20th thru the 23rd. 3. Energy Conservation: George Lawrence, of ECG Engineering LLC, is still searching for interested SESCO's.We will be working to develop the RFP for evaluating the Association's energy requirements. For our July Environmental Committee meeting the EC accepted Mr. Lawrence's gracious invitation and planned a “field trip” to see the energy saving projects he has installed on hisproperty. ENVIRONMENTAL COMMITTEE MEETING MINUTES 05/05/11
Present were: Gail Foster (Chairperson), Eileen Lawrence (Liaison), Judi Diggs (Secretary), Angela Carboneri, Darryl Diggs and Natasha Lazor.
1. Lake Study: The Environmental Committee will focus on the spring reassessment of the culverts directly feeding into our lakes. An objective is to have a photo of how a culvert should look in an effort to educate property owners of their responsibility to insure an open and clear culvert as a feed into our lakes.
2. Recycling Receptacles: A formal proposal is be made to the Board to insure a policy to have recycling receptacles placed throughout the community. These need to be located, indoors and out, at public buildings and recreation areas making it conducive for residents to dispose of aluminum cans, glass and plastic bottles.
3. Energy Conservation: Mr. George Lawrence has located firms interested in working with small corporations (that's us) in evaluating our energy conservation opportunities. Furthermore, Mr Lawrence has offered his expertise, gratis, to assist us in developing the necessary RFP's and in our efforts to evaluate the proposals from responding SESCO's. The first step will be to perform a comprehensive energy audit on our community facilities that includes our use of all forms of energy.
The effort will include both short term and long term conservation projects, using the savings from short term projects to pay for long term projects. To date these projects have been averaging about a 25% saving.
The EC hopes to lay the groundwork this year, 2011, so that initial efforts can be planned in the 2012 budget. Mr. Lawrence has volunteered to be present for the onset of this project.
4. Feral Cats: Flyers
and coupons were handed out for "Dine To Donate", a way for residents to help with the T/N/R program by eating at Perkins Restaurant. This will take place on June 1st with 20% of the bill donated to the program.

1. Code of Conduct: APCP Committee Member Code of Conduct was distributed to members of the Environmental Committee. 2. Lake Study Update: The collection of data on the culverts directly feeding into our lakes for the FX Browne study was discussed.Our focus this Spring will be on the differences from last Fall's evaluations with new photos noting these changes and comments showing an updated evaluation of each culvert.It is also the intent of the Environmental Committee to continue to educate homeowners on the importance of keeping the culverts on their property clear of debris.
3. Energy Conservation: George Lawrence, of ECG Engineering LLC, is engaging in conversations with corporations (SESCO's)regarding programs to address the energy needs of our community. Our first focus will be to determine where our first efforts should be and then present our recommendations to the Board.
4. Feral Cats: A meeting date and time was decided to further discuss fund raising for the Feral Cat Program.
5. Newsletter article submission: A two- part article onhomeownerprevention of lake pollutionwill be completed for the May and June Newsletters.

Februrary 17, 2011
Present were: Gail Foster (Chairperson), Eileen Lawrence (Liaison), Judi Diggs (Secretary) Darryl Diggs, Linda Isler, Natasha Lazor and Georgia Sullivan.
1. Lake Study Program: A representative from FX Browne joined the Environmental Committee meeting to assess our data collection methods from the Fall of 2010 efforts and to verify those methods meet the requirements of the Lake Study Program. The representative from Dr Browne stated that the Environmental Committee's work is a good starting point for the overall analysis of our lakes. The efforts will save the company time and lower our costs. Aside from the culvert survey, the representative pointed out additional problems to look for and make note of, such as erosion and sedimentation in the watershed area. We will continue our evaluation in the Spring, completing a year round analysis for optimum results.
2. Feral Cats: The T/N/R Program expects to begin again in April and to continue with trappings throughout the Summer and Fall. Media coverage and volunteer help will continue to be sought. There was some discussion regarding fund-raising projects to help defray costs. 3. Energy Conservation: It appears SESCOs (Small Energy Services Companies) may become available to assist in the evaluation of the conservation efforts of smaller corporations like our Association. We will continue to pursue this topic.
4. Newsletter article submission: The 3 part article on the "Safe Use & Disposal of Household Hazardous Waste" will be completed with the April Newsletter. A topic for the May article was discussed and decided.

December 02, 2010

The Environmental Committee held its December meeting as we gathered to firm up theEC's Christmas Tree decorations. 1. Lake Study: We will meet with the FX Browne representative in January as she was unable to meet with us in December. The purpose is for a review of the Committee's first attempt at collecting data on our lakes. 2. Feral Cats: There was some discussion as to whether the remaining funds should be used to buy more traps at this time, or to wait until next year with the provision that the remaining 2010 allocated funds would still remain in the program's budget.Eileen Lawrence will investigate this matter and will also prepare a summary report of the 2010 T/N/R effort that is to be the EC's newsletter article for January. 3. 1. Lake Study Program: During the last week of October an effort was initiated by EC teams to locate water runoff points that feed into our lakes from the surrounding watershed. Four teams began the analysis by identifying, evaluating and photographing these entry points. Members reviewed their evaluation techniques to insure consistency of procedure. For a more complete study of the watershed it was suggested that we acquire a topographical map. The EC is requesting to have the representative from FX Browne at our December meeting to review its first attempt at data collection. This effort will continue with another evaluation next spring. .
2. Feral Cats: The T/N/R Program was started in October with two successful trapping efforts. Seventy-five cats were treated. Two additional trappings have been scheduled for November. It was the consensus that more double door traps are needed for the safety of our volunteers. Any one interested in making a substantive donation to the program is encouraged to consider the donation of a double door trap. T/N/R will not be continued through the winter months. From December through April the effort will focus on fund raising, volunteer recruitment and media advertising. T/N/R is hoped to be reactivated next Spring with planned monthly trappings. . 3.Energy Conservation: There was discussion regarding the approach to take for long and short term energy conservation. Our community buildings will be the probable starting point. This topic will be the focus of our agenda for the January EC meeting.

8/30/10

1.Lake Study Update:
A member of FX Browne firm arrived last week to start the testing of our lakes. The procedurewill be to start testing this Fall and complete the testing project next Spring.
There was a brief discussion by the committee on the importance of watershed management and runoff points.
The EC met at the home of an EC member who lives on Lake Dresser so that all could have an understanding of its condition.
2.Feral Cats:
The committee unanimously agreed to get an established procedure in place for the T/N/R program to present to the Board for approval.
It was decided not to use the APCP'sallocated funds for distemper shots.
Emphasis was placed on the importance of notifying and communicating all aspects of the T/N/R program to our residents. This will be done by advertising on the Web, TV, and Newsletter as well as signs and posters placed in key areas.
We will be asking for volunteers to assist in this project and for monetary donations from the community.A complete and comprehensive procedure for the accountability of all collected funds will be developed and legally approved before donations will be accepted.
3.Energy Conservation:
Mr. George Lawrence, of ECG Engineering LLC, began his assessment of our facilities for ways we can conserve on our energy costs.This was just the first of many dicussions.
Members of the EC will be attending the Energy Fair on September 18th, hosted by State Rep, Mario Scavello.
4.Recycling Containers:
The Committee will ask the Board of Directors to supply recycling containers at clubhouses and at all events. Presently, there is an insufficient number in use.

2.Lake Study Proposal
The EC continues to express the necessity for a Lake Study program and supports FX Browne's proposal. All agreed it would be best to do a baseline study for both lakes, thereby defraying costs of a future study. There was discussion of ways to cut back expenditures, andsolicit State and/or Government funds for the actual implementation of the recommendations found by the study.
3.The Board of Directors has asked the EC to getinvolved in the investigation of two projects:
1. Feral Cats - A subcommittee ofEileen Lawrence, Natasha Lazor, Georgia Sulllivan and Barbara Zeh was formed to identify ways to seek solutions to this ongoing problem. We willexplore ways to raisemoney, work with local Vets, and educate the community via all mediaoutlets and recommend the procedure for a program of capture, neuter/spade, release to theBOD.
2. Alternative Sources of Energy - As a starting point, Mr. George Lawrence of ECGEngineering LLC, an Energy Conservation Firm, has offered his services, at no cost to APCP,to visit our facilities and suggest ways we can save on energy.Included in the investigation will be the possible use of solar, wind, and thermal energy. A subcommittee of Darryl Diggs,Eileen Lawrence and Judi Diggs was formed to address this issue.

1.Newsletter Article Submission.
The environmental topic for the August issue of the APCP newsletter, written by Gail Foster, will simply be a request that residents convey their environmental concerns via the Environmental Committee (EC's) e-mail.
2.Committee Members Code of Conduct
The (EC) members present unanimously agreed the present Code of Conduct is unacceptable.It is the hope of the EC that the next BOD will revisit the issue, seeking input from volunteers, when they form the committees for next year.
3.Lake Study Proposals
The EC has reviewed the proposals received in response to
the RFP”S for the study of the lakes.A comparison of the proposals is
attached. All proposals contained the same or similar evaluation techniques that
satisfied the requirements of the RFP's for the purpose of establishing a longrange plan for the management of the lakes. The EC favors accepting the proposal of FX Browne as it contains all of the necessary evaluations and has the lowest cost.
4.Open Space Inventory
The current EC would like the project of conducting an Open Space Inventory and Mapping to be a priority for the next EC.The project should include all APCP owned property (whether developed or not), all property with known easements, and all property with known restrictions.The EC is requesting that the BOD ensure staff support of this project.

The Committee agreed that the issues of safety and security should be addressed by the removal of overgrown natural growth.While the appearance is of concern minimal expenditure should be made on replacement plants until there is an overall plan for the entire facility. 3.Pet Kennel and Feral Animal Control Problems The committee reaffirmed its concern about addressing these issues. 4.Lake Study Proposals
A summary of each of the three received proposals was given to each member forreview in prep discussion at the next meeting. 5.Louvers on K lake dam The liaison asked to inquire about the placing of louvers on the dam to raise the water level.This was suppose to have been done last year. 6. Bus Stop
The topic of the bus stop again consumed much discussion time.We reminded our new liaison that we had been told by the previous administration that the Transit Authority had indicated that the placement was ENTIRELY an APCP decision.Once again the Environmental Committee does not feel that the BOD is sufficiently concerned with the visual image on the community's entrance with its current marked placement of the shelter.There are committee members who would rather not even have a shelter.
Pet Kennel and Feral Animal Control Problems
The committee was informed that the BOD is currently considering doing away with the kennel because of the expense.The committee responded with considerable concern that such a decision would be giving in to the problem and IN NO WAY IS IT A SOLUTION TO THE PROBLEM.The committee strongly urges the BOD to revisit the issue and to seek solutions to the problem rather than ignoring the problem.
Clean-up of vacant lots
The committee passed a motion requesting the BOD to establish a policy on thecleanup of vacant lots.The question remains as to whether or not individual
Members are legally allowed on these lots and whether or not individual
Members would be covered if they went onto a neighboring lot to pick up the litter as a volunteer in the event of injury or a trespass complaint.A second alternative would be for the association to assume a more aggressive plan of responsibility for the cleanup.The issue is unsightly properties.A related concern is the totes assigned to abandoned properties. Many totes are currently being used and misused by others in the neighborhood.
