According to the ByLaws, Article VI, Section 4, the Judge of Elections shall be an independent Certified Public Accountant appointed by the Board. Using an independent firm in this capacity will ensure that impartiality is maintained. All decisions made by the Judge of Elections regarding the ballots/elections are final.
